Describe the issue you encountered: mailto handler does not work on Windows 7

Expected behavior:

• Platform (Win7, 8, 10? macOS? Linux distro?): Windows 7
• Brave Version: 0.11.1 Beta2
• Steps to reproduce:
  1. Copy and paste mailto:example@example.com in URL bar
  2. Open mailto:example@example.com

#2583 It seems that on Win7 mailto: protocol hander is still not working. It displays the notification bar, but clicking "allow" opens an empty tab and does nothing thereafter.

did you register it on gmail first? I usually just test with mailto:bbondy@gmail.com or similar.

if mailto is still an issue for you with RC2 just re-open this issue, it worked for me though so I won't block on that for this release.

Deleting brave folder solved the issue.
