STR:

  1. go to https://github.com/cyph/appsec-glory
  2. click on the link to us-16-Zadegan-Abusing-Bleeding-Edge-Web-Standards-For-AppSec-Glory.pdf

Expected result:
PDF loads in PDFJS

Actual result:
PDFJS shows a 403 error

the same PDF loads in Chrome PDFJS

may be related to #2987 but it is also broken when fingerprinting protection is off
