Focus not set to active tab/tabset when second tabset is closed

Describe the issue you encountered:
Focus not set to active tab/tabset when second tabset is closed

Expected behavior:
Should automatically focus back to active tab

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Windows 10 x64, Ubuntu 16.04,
• Brave Version:
  0.11.4
• Steps to reproduce:
  1. Set number of tabs to 10 in pref menu
  2. Open more than 11tabs to create two tabset
  3. Keep tab 2(any tab for that matter) from set1 as active tab
  4. Navigate to second tabset and close the 11th tab while the active tab is from set 1
  5. Once the second tabset is closed it doesn't show the tabs from set1 unless you select the navigation button to go back to set1.
