Ctrl + Y is not opening history

Describe the issue you encountered:
While verifying #444 it was noticed that while about:history worked, attempting to open the history via Ctrl + Y did not.

Expected behavior:
If a user uses the combination of Ctrl + Y, the history should become visible.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Tested on Windows 7 ia32
• Brave Version:
  0.11.6 pre-beta
• Steps to reproduce:
  1. Using the pre-beta build of 0.11.6 visit a lot of pages in succession (Wikipedia is usually good for this).
  2. Use the combination of Ctrl + Y, check the history exists and is correct.
  3. Check about:history and see that the history exists and is correct.
