UrlbarSuggestions does not work if you are offline

Describe the issue you encountered:

If you do not have internet connection you don't get url suggestions from history or tabs when you type into the urlbar.

Expected behavior:

If you don't have internet connection, online suggestions could not be fetched obviously. But I should get all suggestions from my history and bookmarks just like FF and Chrome do when you don't have intenet connection.

• Steps to reproduce:
  1. Make sure you turned on every type of suggestions you want to get via typing from the settings menu and set default Search Engine to duckduckgo
  2. Disconnect from internet
  3. Start typing something in the url bar
