bug: the bravery panel always shows advanced settings

Describe the issue you encountered:
the bravery panel always opens with expanded advanced settings fields

Expected behavior:
first the bravery panel starts with collapsed advanced fields. if i chose to show advanced settings, it remembers the last state when it opens again.

  macos
• Brave Version:
  master
• Steps to reproduce:
  1. go to website
  2. open bravery panel
  3. the advanced section is expanded
