For opener pages we go to the end of the opener related pages.
But for cloned tabs it should always go to the start.

Test plan:

  • Right click on a tab and click on duplicate
  • Make sure that the tab goes directly next to the tab you duplicated

Test2:

  • Go to brianbondy.com, click on the twitter icon so it opens a new child tab
  • Go back to the first tab and duplicate it
  • It should appear before twitter.
