Describe the issue you encountered:

flicker

I cannot reproduce the issue by setting the language to Japanese.

  • Platform (Win7, 8, 10? macOS? Linux distro?): Windows 10

  • Brave Version (revision SHA): 0.14.0 Preview 1

  • Steps to reproduce:

    1. Set the lang setting to Russian
    2. Restart
    3. Open a new tab
    4. Change the window size

  • Actual result: the title on the new tab flickers

  • Expected result: it should not flicker.

  • Is this an issue in the currently released version? -- I'm not sure as this is the first time when I changed the lang setting to Russian

  • Can this issue be consistently reproduced? Yes
