Add the ability to close dev tools on Windows and Linux

Menu shortcuts are not app level for Windows and Linux and so the fix done for dev-tools here doesn't work:

I think we need to register menu handlers for windows that are dev tool windows on Windows and Linux to fix it, or route them on child web contents that are dev tools to the parent window.
