Icons are not visible in the layertree if the layer name is too long

Appears on 2.1/2.2, when the layer name is too long icons such as "zoom to scale" or "time" widgets are not displayed anymore. This is because the icon is aligned at the right of the layer name, and when this text is longer that the panel width, the icons are thus not in the panel.
