The file name should be changed to md5 hash if it has multibyte chars #5

If we download whole WordPress into Windows machine, file name will be broken if it has a file name with multibyte chars.
Because Windows Japanese version is using the SJIS for a filename.
I guess there are similar problems with another languages.

I asked to try test to some people and I saw this problem happen on Windows 10.
