Problems with geo map visualization

Can any1 help with geo map visualization issues.. we have ckan 2.5 in production and we are installing 2.9, we migrated datasets and more and less everything is working fine, but i am having problem with one dataset which is getting data from geoserver. IT doesn't show anything on map.
I was checking what is going on and noticed that on old portal i have call to /service_proxy?SERVICE=WMS&REQUEST=GetCapabilities which gets nice XML response.. and on new portal same request is getting error as response.. IT seems something was changed (or broken) in geoview plugin... Does any1 have any idea where to look?

I have been unable to get WMS services from geoserver as well. Map shows entirely blank, not even the basemap loads.
