Windows Operational Readiness formatting

Hi folks: I'd like for results obtained from kubernetes/enhancements#2578 to be an optional upload in this overall suite.

Although the KEP hasn't merged yet, I think were pretty close to finishing it, and, I'd like us to be able to upload e2e-windows.log for windows workload clusters once that takes place.

Currently, the way we generate comprehensive windows results is something like:

KUBECONFIG=/home/kubo/.kube/config ./e2e.test -kubeconfig=/home/kubo/.kube/config --ginkgo.focus="sig-windows|sig-network" --node-os-distro=windows --ginkgo.skip="PVC|GMSA|Disruptive|Slow|6" --ginkgo.noColor=true --non-blocking-taints="os,node-role.kubernetes.io/master,node.kubernetes.io/not-ready"

but, we are going to be working with muzz and others at microsoft to standardize this into a sonobuoy plugin.

I'd still like If we can somehow submit these.... so yes I'd like to leave it open .
