Note that before #45 was merged we kinda "cheated" and actually released cuTENSOR 1.7.0 for CUDA 12 + Windows. It was because back then the CUDA compiler infra hasn't been fully set up, and we had to release a package without using cuda_compiler_version in the recipe.

Now that we start using it since #45, we can't no longer support this combo because the infra is still WIP for Windows.
