support for cosmos-sdk v0.46.0-alpha2

You may want to make this into a new branch, but I figured I'd make the PR so that you can see and/or comment on the work.

Another option is that we change the module path on this pr to GitHub.com/cosmos/IBC-go/v4

• adds GitHub action for golangci-lint, increasing forkability
• Adds the informal systems cosmos sdk modified gosec as a GitHub action
• runs “go test ./…” on every commit on every branch to provide better feedback to developers
• updates cosmos-sdk to v0.46.0

The work in this pull request was initiated as part of the craft economy project and will be used in a ci system and templating tool with the goal of bringing together and testing the latest versions of cosmos-sdk, tendermint, IBC-go, and wasmd.
