When withdrawing an item the system should

ask for the withdrawal reason
store the reason in provenance
store the reason in local.withdrawn.reason
in some cases display the reason on a tombstone page (e.g. https://hdl.handle.net/11372/LRT-2982)
add to metadata provenance
Create some form to add a withdrawal reason.
