v1.0.0に上げるにはBioSampleのValidatorについて以下の変更を行う。

sample nameの重複をsubmission単位からaccount単位へ変更(rule28)
パッケージ情報の変更(conf/validator.ymlのバージョンを変更)
属性名の変更(bioproject_id =>bioproject_accession) (2ba68f9)
'at least one required'(rule36)の復活(2ba68f9)
アンプレラプロジェクトの扱い

現行 BioSample 登録システムへの組み込み
 アンブレラプロジェクト

は 0.9 と同様 submission 単位のままにすることにいたしました。
他は変更ありません。
