Adopt official Prometheus client crate #1298

The Prometheus project now has an official, supported Rust client (GitHub, crates.io). Based on this comment, I think the main advantage of the official client (beyond long-term support from the Prometheus project) is OpenMetrics support.

We're not having any problems with the current Prometheus client we use and the interoperability afforded by OpenMetrics support isn't critical for prio-server, but this would be nice to do someday, especially if the maintainers of our current library decide to stop supporting it.
