converge will fail on centos 6.5 because of debian hardcode it pdns.conf path.
I'm sure, other RHEL based distros affected too

I've submitted pull request fixing this issue here - #17
alongside with support for new digitalocean api v2 (needs kitchen-digitalocean gem v.0.8.0.pre1 and up)

I'm closing this, the newest 3.0 version of the cookbook converges sucessfully in Centos 6.8.
