Because Azure Linux (CBL Mariner) .NET container images are now publicly supported, we should migrate as much information from the internal-only Mariner documentation to this repo as possible.

There is also some documentation in https://eng.ms/docs/more/containers-secure-supply-chain/approved-images [internal link] that needs to be updated.
