nodejs/build#2540

While they're shipping arm64 builds intermittently on https://unofficial-builds.nodejs.org/download/release/ (see v15.8.0/), the current setback is the lack of a Windows arm64 machine in Azure.

@cxnder The link only points to Linux builds. I don't see any Windows builds there.
