Track response time on issues #40

Response time on issues, pull request, and similar things coming from the outside greatly influence how likely people will become or remain contributors. We should track the time it takes to respond so we can take informed measures to keep the times low.

I would love some automation on that.

Mergeable is now commenting on issues after a month of inactivity and pull requests after ten days of inactivity. This is a first iteration of tracking response times.
