draft package can`t be deleted until some data is uploaded

delete button on the page where a new package is added.

when I want to delete a new package I have to add some data first.

What steps can be taken to reproduce the issue?

create a new package without data and try to delet it.

We are going to wait until this is fixed in CKAN core because there is a simple workaround: Just add a resource. You don't need to upload anything just click on "Link" on the "Add data" page and type a random string.
