Release freeze for the Winter 2020 at the University of Michigan.

This release looks visually similar, but features dozens of changes under the hood:

• Primer Spec can now be used with Jekyll+MarkDown or with plain HTML! See the new Usage instructions.
• JavaScript code is now modern, modularized and typed, with dependencies bundled in a single JS file.
• CSS themes are modularized to reduce overhead when switching themes.
• h2 sections in the sidebar now look more different than h1 sections (#27).

Other enhancements

• Fixed an AnchorJS bug on mobile (#17).
• Fixed a naming issue for the modern theme. (It was called metro in some places.)
• Added a version indicator (with a link to this repository) in the settings pane.
