What does this PR do?

This PR is to fix small issues in aws, azure and google cloud compute dashboards:

  1. Change azure compute dashboard VM Filters
  2. Fix google cloud compute uptime gauge
  3. Add region filter and instance filter into aws ec2 dashboard and increase the limit from displaying 5 instances to 10 for each visualization.
