We should check if we want to always use the 'observability-ci' namespace, even for the maintenance branches. For that we will need to publish there the released artifacts too. Thoughts?

What does this PR do?

It uses the observability-ci namespace in the Docker registry for the elastic-agent

Why is it important?

Otherwise, PRs won't fetch the snapshots generated by the CI

Checklist

I can see the agent was updated 1h ago. Merging

docker.elastic.co/observability-ci/elastic-agent - 8.0.0-SNAPSHOT - 82e3c0de8f66 - About an hour ago - 410MB
