[tooltip] replace unicode with svg icon #2090

To align the tick icon across browsers, we should replace the Unicode tick symbol used in a checked tooltip item with a EUI SVG.

This for example is how it looks when rendered in a linux chrome.

and this is how it looks like in macOS

The check icon from EUI (https://elastic.github.io/eui/#/display/icons) should do the job

These icons should have a size prop, small would be our choice
