Axis dimensions rounded as multiple of EUI sizes or static size

This will help when trying to align multiple charts on the same dashboard/app.
The axes dimensions are currently computed automatically based on the labels and possible label overflows.
This will disable that process and strictly use the size provided, causing labels to overflow or be truncated.
