[Accessibility] EuiDatePicker does not respond enter key, is not keyboard accessible #1586

This issue was originally filed in elastic/kibana#28157

Steps to reproduce (assumes ChromeVox or similar)

Navigate to Infrastructure
Tab to the date picker
Try to interact with it via the keybaord

Actual Result

4.Enter key does nothing, cannot edit the datetime manually, cannot tab into the datepicker element

Expected Result

User should be able to change the date via the keyboard either manually or via the interface

Talked with @simianhacker. This works fine in both EUI and Kibana now. Was an older report.
