[EuiDataGrid] Clicking a column header twice prevent closing the popover

On clicking the same column header twice, the popover doesn't close anymore by click outside of the datagrid.
The only way to close it now - focus on any other column header or on a cell.

Should the column header cell have a toggle of the popover on click?
Currently it always opens the popover:

We'll address this in the virtualization PR. It won't make it for today. There's some goofiness around double clicking.
