Kibana version: 7.14

In Stack Management > Reporting, when using the table of reports, each button should have a consistent experience.

The "Download" button has a tooltip to explain what the icon means.

The "Report info" button does not have a tooltip.

To make it worse, there sometimes is a warning message telling the user to "view job info" but that label doesn't match anything except an aria-label on the info icon.

The "Info" icon should have a tooltip, same as "Download report". It should say "Job info"
