The discover plugin is currently 110,241 bytes. To consider this issue closed, the limits.yml should be updated with the value under 100000.

Could you clarify how you got those numbers? The current limit for discover is configured as 105145 bytes, so how can the plugin be above that limit? Also the numbers are very different from what I see in the kibana-stats instance where Discover reports as 93.01kB page load bundle size? Same applies for #103749 which reports as 88kB in kibana-stats?
