Describe the feature:
Visual method of editing color stops that is more representative of the range and offers additional data like descriptive statistics about the data, to the user.

This is a follow-on from #95217 which descoped this concept.

This feature would be visible in all places where color by value is today -
Table, Heatmap, Metric, Goal, Potentially maps

Describe a specific use case for the feature:
When I am editing my color stops
I need to see where they are against a "ramp" of my data
And to see descriptive statistics
So I can visualize the ramp as I am authoring it
And select meaningful color stop values with helpful tips from my data
