I'd like us to improve the responsive behavior of the top two panels to work better on small screens.

I think we could replace the key-value pairs with EUI descriptionlist to improve this out-of-the-box.

The <RuleDefinition /> panel is a component exposed by TriggerActionsUi. Should therefore be assigned to @elastic/response-ops-ram
