[Security Solution UI] Check is License Management is enabled when linking to it

The Security Solution UI has several places in the code that display a link to the License Management plugin. For example:
a ML popover in the plugin's header and for on-prem deployments that don't have platinum license.

We are adding a config that would allow disabling the License Management plugin, so this link might lead to a Not Found route in Kibana in that case.
