In X-Pack Monitoring, we currently have a Cluster Alert that detects an upcoming license expiration. This is great, but it requires that you either go to the monitoring UI, or configure email notifications for cluster alerts.

This issue tracks showing a Toast Notification just for Administrative users (which we can define as having the superuser role for now), notifying them that their license will expire in the next 7 days.
