Convert Timelion to New Platform

Conversion of "Timelion" to new platform. The timelion base folder is src/legacy/core_plugins/timelion. The plugin contains the following features/components:

• Timelion Server (./server)
• Timelion Application
• Timelion Visualization (./public/vis)

The following tasks need to be done:

• Move timelion to new platform (Phase I shimming: [New Platform Migration Phase I]: convert timelion to vis_type_timelion #41667)
• Move UI to React (EUIfication) - migration blocked by Move new Code Editor component to kibana_react so it can be used through Kibana #45914
  • Timelion expression input (used by both below)
  • Timelion Application (if still relevant)
  • Timelion Vis Editor Panel
• Complete removal of Angular
  • Timelion Vis is still an Angular vis type
