Steps to reproduce

  1. Open Discover app
  2. Using mouse, move cursor over the chart controls:
    Untitled1
    A tooltip appears indicing the function of the control.
  3. Use Keyboard navigation (TAB key) to navigate to the chart controls:
    Untitled2
    Control receives focus and is indicated by the outline, but there's no tooltip to indicate the function of the control

Actual Result

Tooltip is visible with mouse navigation but not with keyboard navigation

Expected Result

.The same functionality should exist whether using mouse or keyboard navigation
