[data.search.aggs] Make aggs available on the server

First we need to address aggs dependencies which need to be available on the server:

• remove timefilter dependency from date histogram
• get rid of fieldFormats dependency (as much as possible)
  • remove serializeFieldFormats and switch esaggs formatHint to get serialized format directly from aggs
  • remove agg-specific functions from deserializeFieldFormat
  • remove fieldFormatter, fieldOwnFormatter and all instances of getFormat from aggs, and remove the fieldFormats dependency from AggConfigs and AggConfig
• remove remaining browser dependencies
  • remove usages of toasts
  • move localStorage dependency out of filters agg type and into default editor
  • kibana_utils/savedObjectNotFound -> import from common
  • kibana_utils/ipv4address -> move to data plugin; not sure how it ended up in utils anyway

Then we need to:

• Move aggs to common and re-export the contract on client & server
  • Implement uiSettings consistently between client & server
  • Register expression functions for each agg type on the server

This work is necessary to unblock moving esaggs expression function to the server as part of #46906
