ability to limit timepicker range

Describe the feature:

In order to prevent users from creating very expensive queries lets introduce a new ui setting max_timepicker_range which if set and user tries to select a range larger that the one in the setting we would show an error (notification, or inside timepicker itself) saying that the range is larger than the maximum allowed,

Describe a specific use case for the feature:

This is an attempt to limit the impact of large queries on the cluster and ensure that only reasonable time frames are being analysed.
