[Security Solution] Kinetic scrolling past the end of the Pick index patterns select clears the input

Describe the bug:

Per the animated gif below, kinetic scrolling past the end of the Pick index patterns select in the DATA SOURCES SELECTION popover clears the input:

Kibana/Elasticsearch Stack version:

Found while reviewing an unrelated PR: #90816

Browser and Browser OS versions:

Chrome 88.0.4324.150

Original install method (e.g. download page, yum, from source, etc.):

Running from source PR: #90816

Steps to reproduce:

1. Click the All data sources button in Timeline
2. Click > Show Advanced in the DATA SOURCES SELECTION popover
3. Clear the input by clicking the (X) button
4. Hover over the dropdown area
5. Give the mouse wheel (or trackpad) a whirl such that kenetic scrolling scrolls past the bottom of the dropdown

Current behavior:

The input is cleared, per the animated gif:

Expected behavior:

The last item in the dropdown is still visible / selectable

Hi @MadameSheema thanks for the update.

we have validated this issue on 7.13.0 BC4 and found it fixed. Scrolling in the pick index pattern drop-down is working correctly.
