[Maps] Geo alerting capability V2

As a follow-up to #80749, this issue describes the features targeted for Geo Alerting V2 capabilities

• Ability to draw shapes and persist ([Maps] Add drawing layer #41469)
  • Back-end to support shape/point index creation ([Maps] Add endpoint to server for creating empty index & index pattern #94028, [Maps] Add drawing index data endpoint #94728)
  • Front-end to support drawing and persisting shapes/point indexes (Create only)
• Create Maps app alerting menu
• Alert on drawn shapes ([Maps] Tracking Alert: Ad hoc Boundaries #69219, [Maps] Create alerts on geo bounding box queries #35324)
• Add proximity alert type (Tracking Alert: Distance/Proximity threshold #69220)
• Link Maps alerts from stack alerts
• Auto-generated "solution" layers
• Tooltips integration (details TBD)
• Maps visual integrations (highlight selected indexes on Map, details TBD)

When creating alerts in Maps, we should allow for Tracking containment + Index threshold, at a minimum. A customer just sent me a use case where they look at a map, but alert based on a metric by location.

In that regard, we should consider the ability to "flash" to maybe even annotate an alert on a map. That's the "operational view" that doesn't require constant writing to an index. It's a little bit of eye candy too. We could make a "showcase" map like tthis https://threatmap.checkpoint.com/ or this https://www.spamhaus.com/threat-map/.
