I tried to join #freenode_#haskell:matrix.org from sw1v.org and the join API hit took over 2 minutes to complete. And then it started trying to back-paginate...

Reports are that 2 mins was blindingly quick and that 2 hours is not unknown.

I think this should be better as of synapse 0.20.

It's better, but it's still painful in many cases.
