Rather than identicons, Vector is meant (for now) to show unknown avatars as one of 3-4 consistent random plain colours. This has been dropped in vector-develop, but we still need it as both users and rooms may not have an explicit avatar. These should be actual .pngs (for cacheability) rather than data URLs.
