Description

Though this is not very urgent but just so it doesn't slip, build scripts used by different packages can be packaged into different package as @elixir-cloud/scripts

Possible solution(s)

Additional context

Should be flexible for the developer to use according to different project configuration.
Should be type safe.

Best to use something like Vite for better DX.
