#10607 Introduces possibility to limit available media repositories on harmonized API. Unfortunately it is very limited for content managers as they don't control VHost.

Similar to #10349 Media Scope should be controlled by siteConfig com.enonic.xp.site
Control of scope by vhost config should only affect /api/media
