parent_beacon_block_root is in EIP-4788 not EIP-4844. Should we restrict the topics only to EIP-4844 ?

@ppopth I believe we wanted to consider whether to include it in devnet-8 or not. 4844 and "general dencun" stuff are merging at this point...! Wonder if it's time to rename/refactor these calls? Might be better as "Dencun Testing" or something 🤔 ?
