[BUG] rpm-ostree unusable after upgrade

Describe the bug
After upgrading Silverblue to 20220812, I can't use rpm-ostree due to error: Failed to invoke RegisterClient: GDBus.Error:org.freedesktop.DBus.Error.NameHasNoOwner: Could not activate remote peer: startup job failed. error when invoking any rpm-ostree command. When I boot to 20220810 from GRUB, rpm-ostree status returns 20220810 as the latest commit on my machine, which is not true.

To Reproduce
Please describe the steps needed to reproduce the bug:

1. Upgrade from 20220810 to any later release.
2. Invoke eg. rpm-ostree status.

Expected behavior
Command returns a list of locally available Silverblue commits.
