The spellcheck action should not run on new release PRs

The draft post for a new release includes the commit notes, which are often brief with unusual abbreviations or with function names. That causes the spellcheck to fail.

It would be nice if the spellcheck action would only run on PRs that update the existing pages and not on the very sketchy draft PRs for the release updates.
