Add Minerva reasoned GO Rule violation results to the form interface

This ticket is to add the additional violation information to the correct slots in the noctua form interface, as defined in geneontology/minerva#212 .
This is initially blocked by geneontology/noctua#598; once that is completed, we should start adding the violations to the form interface. This will likely require changing the UI code to deal with rebuilding on every action (which will also help with synchronization down the road). As go rules are added to minerva, the corresponding check in the form should be removed/deactivated.

ShEx is not currently available in Minerva.
